今天是六方會(huì)談9·19共同聲明發(fā)表10周年,這是一個(gè)值得我們共同紀(jì)念的日子。首先,我謹(jǐn)代表主辦方,對(duì)各國(guó)專家、學(xué)者和政府官員出席研討會(huì)表示歡迎,對(duì)會(huì)議的成功舉辦表示祝賀。
Today is a memorable day, for it marks the 10th anniversary of the September 19 Joint Statement. First of all, on behalf of the host, I extend welcome to the experts, scholars and government officials from various countries present here and I congratulate you on the success of the seminar.

我們現(xiàn)在所處的這座建筑叫芳菲苑,每次來(lái)到這里,我都有一番感慨在心頭。相信今天在場(chǎng)的很多老朋友也會(huì)有同感。
Today, in this very place of Fangfeiyuan Villa, I feel lots of emotions well up, and I believe this is also true for many of my old friends here.
?
12年前,正是在這間大廳里,中朝美韓俄日六方首次坐在一起舉行六方會(huì)談。那是一個(gè)歷史性的時(shí)刻,標(biāo)志著半島核問(wèn)題開(kāi)始進(jìn)入和平解決的正確軌道。我至今還保存著一張六方團(tuán)長(zhǎng)把手握在一起的照片,常常憶及當(dāng)年在這間大廳里發(fā)生的各種往事。
Twelve years ago, right here in this hall, the six parties, China, the DPRK, the US, the ROK, Russia and Japan, sat together for the first time. It was a historic moment, signifying that the nuclear issue of the Korean Peninsula thus embarked on the right path towards a peaceful settlement. I still keep the photo of the six heads of delegation shaking hands here, reminding me of what happened in this hall.

10年前,同樣還是在這里,經(jīng)過(guò)兩年多的艱苦談判和反復(fù)折沖,第四輪六方會(huì)談終于達(dá)成重要共識(shí),發(fā)表了著名的9·19共同聲明。當(dāng)時(shí)的中方代表團(tuán)團(tuán)長(zhǎng)今天也在這里,他就是中國(guó)朝鮮半島事務(wù)特別代表武大偉先生。在這個(gè)崗位上,他已經(jīng)堅(jiān)持了11年,數(shù)不清有多少白發(fā)是為六方會(huì)談而增添的。
Ten years ago, also in this same venue, after more than two years of tough negotiations not without twists and turns, an important consensus was finally reached at the fourth round of the Six-Party Talks. And that was the well-known September 19 Joint Statement. The then head of the Chinese delegation is also among us today – Mr. Wu Dawei, Special Representative of China on the Korean Peninsula Affairs. The past 11 years of hard work in this position has greyed his hair.

了解那段歷史的人都清楚,半島核問(wèn)題從三方會(huì)談、四方會(huì)談到六方會(huì)談,直至2005年達(dá)成9·19聲明,走過(guò)了一段充滿波瀾起伏的歷程,各方都為此付出了巨大心血與努力。我們?nèi)〉玫拿恳粋€(gè)成果、每一次進(jìn)展、每一項(xiàng)共識(shí),尤其是9·19共同聲明,都是來(lái)之不易的,都值得我們倍加珍惜。
Anyone familiar with that part of history knows only too well what an extraordinary journey we had traversed and how much time and energy we had devoted to bring the Korean nuclear issue from the three-party to four-party and then six-party talks and ultimately to the Joint Statement in 2005. In the process, every achievement, every step forward, every consensus and in particular, the Joint Statement, did not come by easily and ought to be cherished deeply.

十年后的今天,我們?yōu)槭裁匆谶@里紀(jì)念9·19共同聲明?
Ten years later, why are we gathered here to commemorate the September 19 Joint Statement? The reasons are as follows:
?
首先,9·19共同聲明是六方共同努力的成果。聲明確立了一系列內(nèi)涵豐富的重要議程,平衡解決了各方的合理關(guān)切,體現(xiàn)了各方利益的最大契合點(diǎn)。一是各方承諾以和平方式可核查地實(shí)現(xiàn)朝鮮半島無(wú)核化。二是各方同意根據(jù)《聯(lián)合國(guó)憲章》宗旨和原則以及公認(rèn)的國(guó)際關(guān)系準(zhǔn)則,實(shí)現(xiàn)美朝和朝日關(guān)系正?;H歉鞣缴潭ù龠M(jìn)能源、貿(mào)易及投資領(lǐng)域的經(jīng)濟(jì)合作。四是各方贊同談判建立半島和平機(jī)制,探討加強(qiáng)東北亞安全合作的途徑。如果這些共識(shí)能夠逐步得以落實(shí),不僅朝鮮半島無(wú)核化的目標(biāo)可以實(shí)現(xiàn),東北亞也有望開(kāi)啟和平發(fā)展的新局面。
First of all, the Joint Statement is an outcome of the joint efforts of the six parties. It has established a series of substantial and important agenda items, addresses the legitimate concerns of all parties in a balanced way, and thus embodies the biggest possible convergence of interests of all parties. They include: First, the parties committed to realize verifiable de-nuclearization of the Korean Peninsula in a peaceful manner. Second, the parties agreed to normalize the US-DPRK relations and DPRK-Japan relations in accordance with the purposes and principles of the UN Charter and recognized norms of international relations. Third, the parties agreed to promote economic cooperation in the fields of energy, trade and investment. And fourth, the parties agreed to negotiate a peace regime on the Korean Peninsula and explore ways and means for promoting security cooperation in Northeast Asia. If these common understandings can be gradually implemented, not only can we achieve the denuclearization of the Korean Peninsula, but also open up new prospects for peace and development of Northeast Asia.

其次,六方在協(xié)商9·19共同聲明的過(guò)程中,還形成了一些極具建設(shè)性和操作性的重要理念。比如堅(jiān)持通過(guò)對(duì)話協(xié)商平衡解決各方關(guān)切;堅(jiān)持同步對(duì)等、協(xié)調(diào)一致、分階段落實(shí)共識(shí);堅(jiān)持承諾對(duì)承諾,行動(dòng)對(duì)行動(dòng)原則等等。這些理念體現(xiàn)了相互尊重、平等相待、包容互惠、合作共贏的時(shí)代精神,也充分照顧了各方的接受度和舒適度。不久前,伊朗核問(wèn)題之所以最終達(dá)成全面協(xié)議,其中一個(gè)成功因素,就是在談判中很好地借鑒和運(yùn)用了這些有益的經(jīng)驗(yàn)和理念。
In addition, important notions that are both practical and very constructive have been established in the consultation process of the Joint Statement. For instance, it says it is important to address all parties’ concerns in a balanced manner through dialogue and consultation. Parties should take synchronized, reciprocal and coordinated steps to implement the consensus in a phased manner. And the principle of “commitment for commitment, action for action” must be observed. These notions reflect the spirit of mutual respects, equality, inclusiveness, and win-win cooperation, which represent the trend of the times. They also take into full account the comfort level of all parties. Not long ago, final agreement was reached on the joint comprehensive plan of action on the Iranian nuclear issue. This was possible for many reasons, one of which was the proper application of these useful experience and notions.

十年后的今天,盡管半島局勢(shì)已經(jīng)時(shí)過(guò)境遷,發(fā)生了諸多新變化;盡管六方會(huì)談已經(jīng)停滯了很長(zhǎng)時(shí)間,積累了不少新問(wèn)題。但當(dāng)我們重新拿起這份共同聲明時(shí),卻發(fā)現(xiàn)它并沒(méi)有過(guò)時(shí),依然有著現(xiàn)實(shí)指導(dǎo)意義,依然擁有很強(qiáng)的針對(duì)性,依然是解決半島核問(wèn)題的最佳方案,依然是爭(zhēng)取半島以及東北亞和平穩(wěn)定的正確方向。
Ten years later, time has changed and we have seen new developments on the Korean Peninsula. The Six-Party Talks have been stalled for a long time and many new issues have emerged. Nevertheless, when we revisit the September 19 Joint Statement, we find that it remains highly relevant. It still offers important immediate guidance. And as such, it is still the best solution to the Korean Peninsula issue, and the right way forward for peace and stability on the Peninsula and in Northeast Asia.

今年還是世界反法西斯戰(zhàn)爭(zhēng)勝利70周年和聯(lián)合國(guó)成立70周年,代表著一個(gè)承前啟后、繼往開(kāi)來(lái)的重要?dú)v史時(shí)刻。
This year also marks the 70th anniversary of the end of the World Anti-Fascist War and the founding of the United Nations. It is a historic juncture for us to build on past achievements and work for a better future.

環(huán)顧世界,和平與發(fā)展仍是各國(guó)的優(yōu)先任務(wù),經(jīng)濟(jì)全球化和信息化的加速前行,使各國(guó)日益成為相互融合、密不可分的利益共同體。
Across the world, peace and development remain the top priority of each country. Economic globalization and faster spread of information technology have turned our world into an increasingly interconnected and interdependent community of shared interests.
?
綜觀亞洲,經(jīng)濟(jì)增長(zhǎng)和區(qū)域合作勢(shì)頭強(qiáng)勁,本地區(qū)眾多發(fā)展中國(guó)家的群體振興已成為不可逆轉(zhuǎn)的歷史潮流,21世紀(jì)將成為亞洲世紀(jì)的預(yù)言正在實(shí)現(xiàn)之中。
In Asia, the momentum of economic growth and regional cooperation is as strong as ever. The collective emergence of numerous developing countries in this region has become an irreversible historic trend. The prophecy that the 21st century will be an Asian century is turning into reality.

聚焦東北亞,作為亞歐大陸的重要一翼,海洋與大陸在這里相匯,域內(nèi)外大國(guó)利益在這里交織。這一地區(qū),既有中日韓這樣的全球主要經(jīng)濟(jì)體,發(fā)展?jié)摿薮螅献髑熬皬V闊;又仍是世界上僅存的冷戰(zhàn)殘余地區(qū)之一。不容否認(rèn)的是,朝鮮半島至今還處于軍事對(duì)峙狀態(tài),尚未完成從停戰(zhàn)機(jī)制向和平機(jī)制的轉(zhuǎn)換,沖突和戰(zhàn)爭(zhēng)的陰云依然籠罩在半島的上空。由于各方缺乏信任,幾經(jīng)周折開(kāi)啟的六方會(huì)談陷入停滯,艱辛努力達(dá)成的9·19共同聲明也被迫擱置。
Northeast Asia is an important wing of the Eurasia continent. It is where the continent meets the ocean. It is where the interests of major countries from within and without the region get intertwined. It is home to such major economies as China, Japan and the ROK that enjoy tremendous development potential and cooperation prospects. It is also one of the few regions in the world that still has the vestige of the Cold War. Admittedly, the Peninsula remains under the shadow of military stand-off. The armistice is yet to be replaced by a peace regime. The cloud of possible conflict and war continues to loom over the Peninsula. Due to the lack of trust between relevant parties, the Six-Party Talks, which was launched only after overcoming tremendous difficulties, is now at a standstill. The implementation of the Joint Statement, which was made possible only after so much hard work, has to be shelved for the moment as well.

面對(duì)當(dāng)前的復(fù)雜形勢(shì),所有負(fù)責(zé)任的國(guó)家,都應(yīng)從本國(guó)及地區(qū)的長(zhǎng)遠(yuǎn)和共同利益出發(fā),認(rèn)真思考朝鮮半島的未來(lái)應(yīng)該向何處去,東北亞的未來(lái)應(yīng)該向何處去?
In the face of the complex circumstances, all responsible countries need to bear in mind the common and long-term interests of their respective countries and the region as a whole, and seriously think where the situation on the Peninsula and the future of Northeast Asia should be headed.
?
中方認(rèn)為,當(dāng)前各方最應(yīng)當(dāng)做,而且也能夠做到的事情就是,盡早重新激活9·19共同聲明,齊心合力為重啟六方會(huì)談創(chuàng)造條件,積累共識(shí),鋪平道路。
China believes that, one thing that all parties must and can do now is to reactivate the Joint Statement as early as possible so as to jointly create the conditions, build up consensus, and pave the way for the resumption of the Six-Party Talks.

為此,中方呼吁:
In this connection, China calls on the parties to make the following efforts:
?
第一,重新確認(rèn)聲明所規(guī)定的內(nèi)容、原則和理念。9·19共同聲明是六方對(duì)世界作出的公開(kāi)和莊重承諾,各方都應(yīng)信守承諾,履行承諾,不能失信于自己,更不應(yīng)失信于國(guó)際社會(huì)。9·19共同聲明是六方會(huì)談的基礎(chǔ),所確定的原則和理念符合各方的共同利益,我們應(yīng)努力讓它落地生根,而不應(yīng)將其束之高閣,更不應(yīng)輕易予以否認(rèn)甚至推翻。我們呼吁有關(guān)各方以聲明發(fā)表10周年為契機(jī),作出政治決定,重新?lián)?fù)起各自在聲明中確立的責(zé)任和義務(wù)。
First, the content, principles and notions of the Joint Statement should be reaffirmed. The Joint Statement is a solemn commitment made publicly by the six parties to the world, and it should be honored with concrete actions by all parties. We must not go back on our own words, still less should we break our promises to the international community. The Joint Statement forms the very basis for the Six-Party Talks, and the principles and notions in it serve the common interests of all. We should work hard to carry them out, rather than shelve them, still less deny or overthrow them. Therefore, we call on all parties to take the 10th anniversary of the Joint Statement as an opportunity to make political decisions, and to renew and fulfill their respective responsibilities and obligations under the Joint Statement.

第二,重申堅(jiān)持半島無(wú)核化的基本方向。能否推進(jìn)并最終實(shí)現(xiàn)無(wú)核化,將從根本上影響半島局勢(shì)的走向。這個(gè)問(wèn)題不解決,半島就無(wú)法穩(wěn)定,東北亞就難以和平。解決的時(shí)間越早,對(duì)各方就越有利,解決得越晚,付出的代價(jià)就越大。我們呼吁有關(guān)各方就推進(jìn)半島無(wú)核化再次發(fā)出清晰和一致的聲音。當(dāng)然,無(wú)核化不可能一蹴而就,應(yīng)當(dāng)是一個(gè)循序漸進(jìn)和逐步積累的過(guò)程。在此期間,需要重視朝鮮方面多年來(lái)面對(duì)的巨大軍事壓力,妥善解決朝方合理的安全關(guān)切,同時(shí),也要兼顧其他各方的正當(dāng)與合理訴求。
Second, the commitment to the basic direction of denuclearization of the Korean Peninsula should be reaffirmed. Whether the denuclearization process could be advanced and eventually realized will fundamentally impact the development of the situation on the Peninsula. Without realizing denuclearization, stability on the Peninsula and peace in Northeast Asia will be hardly attainable. The earlier it is realized, the more favorable it is for all parties. The later it is realized, the heavier the price to be paid. We call on all parties to again send a clear and unequivocal message on promoting the denuclearization of the Korean Peninsula. Of course, denuclearization could not be achieved overnight, and has to be done step by step. In this process, we must take seriously the tremendous military pressure the DPRK has faced over the years and address its legitimate security concerns, and at the same time properly accommodate the justified and legitimate aspirations of other parties.

第三,共同探索創(chuàng)建半島及東北亞和平安全機(jī)制。建立相互信任,改善彼此關(guān)系,尋求共同安全、致力共同繁榮,是東北亞和平發(fā)展的必由之路。半島問(wèn)題有關(guān)方締結(jié)和平條約,實(shí)現(xiàn)停和機(jī)制轉(zhuǎn)換,是結(jié)束半島戰(zhàn)爭(zhēng)狀態(tài)、解決重大安全關(guān)切的關(guān)鍵所在。我們期待,各方在堅(jiān)持推進(jìn)半島無(wú)核化的同時(shí),積極探索構(gòu)建東北亞和平安全機(jī)制的有效途徑,從而使這兩個(gè)進(jìn)程相互促進(jìn)、良性循環(huán),最終實(shí)現(xiàn)半島及東北亞的長(zhǎng)治久安。
Third, efforts should combine to jointly explore ways to build a mechanism for peace and security of the Korean Peninsula and Northeast Asia. Establishment of mutual trust, improved relationship and pursuit of common security and prosperity represent the surest way towards peace and development of Northeast Asia. To end the state of hostilities on the Korean Peninsula and address security concerns of relevant parties, it is essential to conclude a peace treaty among parties concerned and replace the armistice with a permanent peace regime. In this connection, we hope all parties will stay committed to promoting the denuclearization of the Korean Peninsula while actively exploring effective ways to build a mechanism for peace and security of Northeast Asia, so that the two endeavors could complement and reinforce each other and form synergy to eventually realize lasting peace and stability on the Korean Peninsula and in Northeast Asia.

第四,切實(shí)維護(hù)好半島總體和平穩(wěn)定的局面。朝鮮半島保持和平穩(wěn)定符合各方利益,符合國(guó)際社會(huì)的共同期待。半島生戰(zhàn)生亂,對(duì)誰(shuí)都沒(méi)有好處。任何擾亂東北亞和平穩(wěn)定大局的想法和做法都是不可取的,也是不明智的。六方會(huì)談成員都是聯(lián)合國(guó)會(huì)員國(guó),都有遵守聯(lián)合國(guó)憲章的責(zé)任,都有履行聯(lián)合國(guó)決議的義務(wù)。我們呼吁各方本著對(duì)半島和東北亞地區(qū)負(fù)責(zé)任的態(tài)度,不再采取任何可能導(dǎo)致局勢(shì)緊張的新行動(dòng)。
Fourth, efforts should be made to effectively uphold the overall peace and stability of the Korean Peninsula. Peace and stability of the Peninsula is in the interest of all parties and meets the shared aspiration of the international community. Outbreak of war or chaos on the Korean Peninsula is in nobody’s interest. Any attempt to disrupt the peace and stability of Northeast Asia would be ill-advised and unwise. All parties of the Six-Party Talks are members of the United Nations, hence we all have the duty to observe the UN Charter and the obligation to implement the UN resolutions. We call on all parties to adopt a responsible attitude towards the Korean Peninsula and Northeast Asia and refrain from any new action that may escalate tension.

It is incumbent on us to promote the denuclearization of the Korean Peninsula, and it will be a long and uphill battle to uphold peace and stability of Northeast Asia. We must press ahead with perseverance and determination.

作為六方會(huì)談主席國(guó),作為聯(lián)合國(guó)常任理事國(guó),作為朝鮮半島最重要的鄰國(guó),作為真心希望半島南北雙方人民都能幸福安康的朋友和伙伴,中國(guó)已經(jīng)為推進(jìn)半島無(wú)核化,為維護(hù)半島和平盡心盡力,發(fā)揮了應(yīng)有作用。我們?cè)咐^續(xù)與六方會(huì)談成員及國(guó)際社會(huì)一道,為這一艱巨而光榮的使命付出不懈努力,作出新的貢獻(xiàn)!謝謝各位!
As the Chair of the Six-Party Talks, a permanent member of the UN Security Council, the most important neighbor of the Korean Peninsula, and a sincere friend and partner that hopes to see the people in both the North and the South of the Peninsula enjoy happiness, China has made devoted efforts and played its due role in promoting the denuclearization and maintaining peace on the Korean Peninsula. We are ready to work together with all other parties and the international community to make unremitting efforts and new contribution to this arduous and noble mission. Thank you!?
