International Human Solidarity Day highlights the importance of acting in common cause on behalf of society’s most vulnerable people.? One of the most far-reaching expressions of this principle is found in the Millennium Declaration, in which United Nations Member States include solidarity as one of the fundamental values essential to international relations in the twenty-first century.
國(guó)際人類團(tuán)結(jié)日突顯了代表社會(huì)最弱勢(shì)者為共同事業(yè)采取行動(dòng)的重要意義?!肚晷浴芬砸环N最具深遠(yuǎn)意義的方式表達(dá)了這項(xiàng)原則。聯(lián)合國(guó)會(huì)員國(guó)在《千年宣言》中把團(tuán)結(jié)作為二十一世紀(jì)國(guó)際關(guān)系必不可少的基本價(jià)值觀之一。
The Millennium Declaration states that “global challenges must be managed in a way that distributes the costs and burdens fairly in accordance with basic principles of equity and social justice.? Those who suffer or who benefit least deserve help from those who benefit most”.? The Declaration also defines a set of objectives known as the Millennium Development Goals – a time-based, target-driven road map for reducing poverty, hunger and environmental degradation and improving health and access to education.
《千年宣言》指出,“在應(yīng)付全球挑戰(zhàn)時(shí)必須遵循公平和社會(huì)公正的基本原則,公平分擔(dān)費(fèi)用和負(fù)擔(dān)。受到損害或得益最少的人應(yīng)該得到得益最多者的幫助?!薄缎浴愤€確定了稱為千年發(fā)展目標(biāo)的一系列目標(biāo),這是一個(gè)旨在減貧、減少饑餓和環(huán)境退化及改善健康和受教育機(jī)會(huì)的有時(shí)限、受具體目標(biāo)驅(qū)動(dòng)的路線圖。
This year’s review of progress towards the Goals, including at the Millennium Development Goals Summit, showed tangible evidence of Governments, non-governmental organizations, philanthropies, the private sector and the United Nations working in solidarity.? Many countries are on track to halve the proportion of people living in extreme poverty by 2015; school enrolment has increased, more girls are attending school and diseases are better controlled.
今年(包括在千年發(fā)展目標(biāo)首腦會(huì)議上)對(duì)實(shí)現(xiàn)千年發(fā)展目標(biāo)進(jìn)展情況的審查結(jié)果顯示,有確切證據(jù)表明各國(guó)政府、非政府組織、慈善機(jī)構(gòu)、私營(yíng)部門和聯(lián)合國(guó)在團(tuán)結(jié)一致開展工作。許多國(guó)家已步入正軌,有望到2015年把赤貧人口比例減半;學(xué)校入學(xué)人數(shù)增加,有更多女孩就學(xué),疾病得到了更好的控制。
Despite these encouraging signs, deep disparities remain, among and within countries.? Furthermore, hard-fought development gains have been jeopardized by economic and financial upheaval, volatility in food prices and energy markets, and the impacts of natural disasters and climate change.? The global economic crisis has pushed an estimated 64 million more people into poverty, and unemployment is up by more than 30 million since 2007.
盡管出現(xiàn)了這些令人鼓舞的跡象,但國(guó)與國(guó)之間和國(guó)家內(nèi)部依然存在很大差距。此外,來之不易的發(fā)展成果因經(jīng)濟(jì)和金融動(dòng)蕩、食品價(jià)格和能源市場(chǎng)波動(dòng)以及自然災(zāi)害和氣候變化的影響而受到損害。全球經(jīng)濟(jì)危機(jī)估計(jì)使6 400多萬人陷入貧困;2007年以來,失業(yè)人數(shù)增加了3 000多萬人。
On this International Human Solidarity Day, let us pledge — as nations and as individuals — to reach out to our neighbours.? Let us live our daily lives in solidarity with those less fortunate than us — the poor, the sick and elderly, those enduring abuse, discrimination or violations of their rights — and thereby build a better world for all.
值此國(guó)際人類團(tuán)結(jié)日之際,讓我們以國(guó)家和個(gè)人名義承諾向我們的鄰居伸出援手。讓我們?cè)谌粘I钪新曉切┎蝗缥覀冃疫\(yùn)的人,即窮人、病人和老人,那些飽受虐待、歧視或權(quán)利受到侵犯的人,與他們團(tuán)結(jié)一致,為全人類建立一個(gè)更美好的世界。
