Comrades and friends,

值此新的一年到來(lái)之際，我謹(jǐn)代表湖南省人民政府，向辛勤工作在全省各條戰(zhàn)線上的廣大工人、農(nóng)民、知識(shí)分子和各界人士，向中央駐湘單位、駐湘部隊(duì)指戰(zhàn)員、武警官兵、公安民警，向離退休老同志，向各民主黨派、工商聯(lián)和無(wú)黨派人士、各人民團(tuán)體，向關(guān)心支持湖南改革發(fā)展的香港、澳門(mén)特別行政區(qū)和臺(tái)灣同胞，向廣大海外僑胞和國(guó)際友人，致以親切的問(wèn)候和美好的祝福！

On this happy occasion of the New Year, please allow me, on behalf of the Hunan Provincial People's Government, to extend my best wishes and sincere greetings to all the workers, farmers, intellectuals and people from all walks of life who are working hard at all fronts, to the Hunan garrison officers from the central authorities, military-police officers and soldiers and policemen, to the retired comrades, to the non-Communist democratic parties, federation of industry and commerce, personages without party affiliation and people's organizations, to all compatriots of the Hong Kong Special Administrative Region, the Macau Special Administrative Region and Taiwan who are supporting Hunan's reform and development, and to all the overseas Chinese and international friends.

2009年，是面對(duì)嚴(yán)峻復(fù)雜形勢(shì)，取得極其不易成績(jī)的一年。在黨中央、國(guó)務(wù)院的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，全省上下堅(jiān)決貫徹國(guó)家擴(kuò)內(nèi)需保增長(zhǎng)各項(xiàng)政策，堅(jiān)持趨利避害、因勢(shì)利導(dǎo)，努力克服和化解國(guó)際金融危機(jī)打來(lái)的各種不利影響，心無(wú)旁騖保增長(zhǎng)、擴(kuò)內(nèi)需、調(diào)結(jié)構(gòu)、促就業(yè)、強(qiáng)基礎(chǔ)，大力實(shí)施“一化三基”戰(zhàn)略，全面推進(jìn)長(zhǎng)株潭試驗(yàn)區(qū)建設(shè)，著力深化改革開(kāi)放，加強(qiáng)以改善民生為重點(diǎn)的各項(xiàng)社會(huì)建設(shè)，全省經(jīng)濟(jì)呈現(xiàn)高開(kāi)穩(wěn)走、全面回升、好于預(yù)期的良好態(tài)勢(shì)，保增長(zhǎng)、保民生、保穩(wěn)定取得積極成果。這是全省各族人民同心同德、共克時(shí)艱、齊心協(xié)力、克難攻堅(jiān)的結(jié)果！

The year of 2009 has witnessed great achievements in tough situations. Under the strong leadership of the CPC Central Committee and the State Council, Hunan has persistently implemented the state policies on expanding domestic demands and maintaining economic growth, persisted in embracing advantages and circumventing disadvantages, making the best use of the circumstances, having overcome and resolved the negative influences resulted from the international financial crisis, and has been dedicated to maintaining development, expanding domestic demands, adjusting structure, promoting employment and strengthening bases. Hunan has vigorously implemented the "One Industrialization and Three Basics" strategy (i.e. the new-type industrialization and strengthening the infrastructural construction, economic fundamentals and basic work); pushed forward the pilot area construction of the Changsha-Zhuzhou-Xiangtan city cluster, attached great importance to the reforms and opening up, and strengthened the social constructions focusing on improving people's livelihood. The economy in the province has shown a trend of steady, growing and promising development, and achievements have been scored in the maintaining of growth, stability and people's livelihood. These are contributed by the concerted efforts of the Hunan people to conquer difficulties and realize development.

2010年，是蘊(yùn)含無(wú)限希望、譜寫(xiě)新輝煌的一年。我們一定要認(rèn)真貫徹落實(shí)黨中央、國(guó)務(wù)院的決策部署，深入貫徹落實(shí)科學(xué)發(fā)展觀，在中共湖南省委的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，著力推進(jìn)“一化三基”，加快自主創(chuàng)新步伐，推動(dòng)經(jīng)濟(jì)結(jié)構(gòu)的戰(zhàn)略性調(diào)整，努力轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。一定要努力創(chuàng)新改革思路，著力破解發(fā)展難題，堅(jiān)持把改善民生作為各項(xiàng)工作的立足點(diǎn)和出發(fā)點(diǎn)，共建共享和諧湖南。一定要以時(shí)不待我、只爭(zhēng)朝夕的緊迫感，以昂揚(yáng)向上的斗志、奮發(fā)有為的精神、鍥而不舍的干勁，搶抓稍縱即逝的發(fā)展機(jī)遇，奮力推進(jìn)富民強(qiáng)省偉大進(jìn)程，不斷創(chuàng)造美好未來(lái)。

2010 is a year of boundless hope and many new glorious achievements will be made. We must conscientiously implement the strategic decisions and arrangements of the CPC Central Committee and the State Council, and thoroughly apply the Scientific Outlook on Development. Under the strong leadership of the Hunan Provincial CPC Committee, special focus will be put on boosting the process of "One Industrialization and Three Basics", accelerating the steps of independent innovation, promoting the strategic adjustment of the economic structure, and working hard to transform the mode of economic development. Efforts must be intensified to make innovations and reform our orientation so as to resolve the problems in development. It is insisted that the persistent improvement of people's livelihood must be regarded as the stand and start of all works so as to jointly build a harmonious Hunan and share its benefits. To achieve these goals, we must maintain a sense of urgency, a high-spirited morale, a promising mental state, and a perseverant drive, and always keep in mind that time and tide wait for no man. With these qualities as the guide, we shall seize the fleeting opportunities of development, endeavor to promote the process of enriching the province and benefiting the people, and constantly create and shape brilliant futures.
