China has introduced the promotion of consumption as a strategy to change the structure of economic growth. How will the country fulfill it?

Achieving economic growth through the encouragement of consumption has been a hot issue this year at the NPC and CPPCC sessions. Li Pumin, spokesman for National Development and Reform Commission, says the country will adopt four measures to expand domestic consumption.

Li Pumin, Spokesman of National Development and Reform Commission, said, "The first measure is to increase consumer purchasing power. The second is to boost consumption in high-growth consumer products. The third concerns adjustments in consumer expectations, while the last is to optimize the consumption environment. The country will issue policies to help achieve these four main goals."

Li says the increase in consumer purchasing power will be reached in three ways. The first is to improve income distribution in the country. The second is to increase salaries of middle- and low-income earners in particular. And the last is to improve pension measures for retired employees and other disadvantaged people.

"These three methods will be implemented in adjusting China's income distribution over time. By deploying these policies, I believe incomes overall will see a significant increase, thereby boosting consumer buying power." Liu said.

Li also says that China will enhance policies regarding home appliance and auto purchases in rural regions, and he expects to prolong these policies until the end of the year. He believes the policies will also include reasonable measures to encourage the purchase of homes.

"We will increase the supply of non-luxury commercial housing, put a curb on speculation and prevent severe price hikes in some cities. Meanwhile, we believe the construction of low-income housing is also important." said Liu Pumin.

China will further invest in social security programs in order to improve consumer expectations. The central government will allocate about 320 billion yuan this year to increase social security funds in various ways. Meanwhile, experimental measures for rural pension will be expanded to 23 percent of counties in the country.
