周五，國家發(fā)改委主任張平稱，中國將公布計(jì)劃，對總能耗進(jìn)行強(qiáng)制控制。
張平表示，該計(jì)劃連同為2011-2015年設(shè)定的能源密度目標(biāo)一起，將為節(jié)能減排提供政策方針，不過他并沒有透露具體的進(jìn)程。
